The Executive Office of Hebei Provincial Government recently issued the Implementation Plan on Accelerating the Open Development of Coastal Areas. According to the implementation plan, Hebei Province will implement seven key tasks to speed up the open development of coastal areas. The main objectives are as follows: by 2020, the regional GDP of Qinhuangdao, Tangshan and Cangzhou will reach 150 billion yuan, with an average annual growth of about 7%; foreign investment will account for more than 40% of the province, total import and export will account for more than 45% of the province, port container traffic will exceed 5 million standard boxes; the added value of high-tech industry will account for more than 20% of the industry above the scale, and service industry will account for more than 45% of the total GDP. The percentage of land natural shoreline is not less than 35%.


In the key tasks of building a new pattern of all-round opening up and development, the plan proposes the construction of a two-way open economic belt, developing both the sea and land radiation, giving full play to the advantages of Qinhuangdao, Tangshan and Cangzhou in the coastal area, developing and expanding the open industrial system, promoting the transformation and upgrading of ports, enhancing the ability of urban elements gathering, and actively docking the construction of "one belt and one road", and constructing ports as the basis. Leading, city as the carrier, open industrial agglomeration development new pattern, create an all-round open economic belt.


At the same time, the plan puts forward two growth poles: capacity expansion and quality improvement. Among them, Caofeidian District relies on "the world's first-class port", constructs new outlets connecting the Bohai Bay and the hinterland of Northwest China, and forms a new pattern of opening up with both domestic and international linkages and east-west mutual assistance. Accelerate the construction of Beijing (Caofeidian) modern industrial development pilot area, comprehensive bonded area, China-Japan-Korea circular economy demonstration area and Luannan Poly International Logistics Industrial Park to create a "new window" for Hebei's opening to the outside world; Bohai New Area, give full play to Huanghua Port's "east-west alliance" location advantages, speed up the construction of international trade ports, actively undertake Beijing-Tianjin industrial transfer, and speed up port-vicinity logistics industrial park. New industrial platforms, such as Huanghua Port Comprehensive Free Trade Zone, Cangzhou Marine Economic Development Zone and Beijing Biomedical Industrial Park, will be constructed to build bridgehead of land-sea interaction and east-west mutual aid.


The implementation plan will promote the transformation of port internationalization as one of the key tasks, and put forward clear requirements.


First, optimize the main functions of the port. We should adhere to the principle of "Chengding Port", promote the transformation of Qinhuangdao Port from a cargo-based energy gathering port to a free trade port with both passengers and cargo, foster and expand the continuing industry, promote the transformation and upgrading of coal terminals, speed up the construction of Qinhuangdao International Cruise Home Port, actively introduce well-known cruise enterprises at home and abroad, and develop coastal tourism products with regional and cultural characteristics. We will continue to promote the transformation of Tangshan Port from a traditional unloading port to an international comprehensive trade port, undertake the transfer of bulk cargo functions of Qinhuangdao Port, speed up the construction of crude oil, LNG, liquid chemical terminals, containers and other wharf facilities, carry out pilot international sea-rail intermodal transport between China and Europe, China, Mongolia and Russia, further expand the scale of container transport and realize the linkage development with Tangshan Comprehensive Free Trade Zone. We must adhere to the port belt City, speed up the construction of container transshipment in Huanghua port, roll out the wharf and other wharves, open up the short liner between Huanghua port and Tianjin port, and promote the normal operation of Huang Xin Ou international class, and create a key hub for the construction of the "one belt and one road" in northern China, and the Haikou new area, Xiong an new area and Shanxi, Shaanxi and Mongolia.


Secondly, the function of international trade in ports should be improved. We will strengthen the construction of "smart ports", popularize and apply fully intelligent technology and equipment, speed up the construction of "terminal online business hall" and "logistics service trading hall", promote the interconnection and interoperability of port information data with the national transportation and logistics public information platform, promote the integration of port customs clearance and enhance the level of trade facilitation. We will promote the construction of energy and raw materials trading centers in Tangshan Port and Huanghua Port, strive for the qualifications of designated ports such as imported fruits, meat and grain, speed up the construction of Caofeidian Comprehensive Bonded Zone and Beijing-Tangshan Port Bonded Logistics Center (Type B), support the establishment of Huanghua Port Comprehensive Bonded Zone, and promote the transformation and upgrading of Qinhuangdao Export Processing Zone into a Comprehensive Bonded Zone. Strengthen the construction of container center station of port railway, deepen the docking cooperation with hinterland ports, and construct a two-way open land-sea gathering and distribution system.


Thirdly, expand the international market space of ports. With the help of the international capacity cooperation, we should strengthen mutually beneficial cooperation with the "along the way" construction of the ports along the infrastructure, international routes development and service standards docking, so as to jointly explore the international market. Actively introducing strategic investors and famous shipping companies at home and abroad, opening regular liners, opening up domestic and foreign trade routes network, expanding the size of the port's economic and parking fleet, and supporting the Beijing-Tangshan Port's first trial. To tap the potential of existing "Jingtang-Busan", "Jingtang-Guandong" and "Qinhuangdao-Incheon" routes and actively open up international container routes such as Japan and Korea, Southeast Asia, Australia and South America. On the basis of expanding international passenger-to-roll transport, taking the construction of Qinhuangdao cruise home port as an opportunity, we will accelerate the improvement of the supporting service system of international cruise berthing, transit visa-free and comprehensive guarantee, and gradually cultivate international cruise routes.


The implementation plan also puts forward the key tasks of accelerating the process of urban internationalization, building a high-quality open industrial system, improving the infrastructure network of land and sea co-ordination, building a new platform for opening up to the outside world, and optimizing and upgrading the business environment. In terms of strengthening the implementation guarantee, the implementation plan puts forward clear requirements from the aspects of strengthening organizational leadership, improving the promotion mechanism, increasing policy support, and strengthening the inspection supervision. It emphasizes that the plan should be made at the beginning of the year, the progress of monthly reports, the quarterly inspection should be made and the accounts should be paid well at the end of the year.
